I am a developer and I download version 4 and i didnt see an included webapi. Am i misunderstanding that webapi is not included for free in version 4?  is there a developer version?

Yes, it's included in the free Community Edition. You can find the plugin here.

But it has not yet made it to the release archive because it has been moved in 4.0. We will correct that.
