Registered Customer required to re-enter address on checkout

Hi,

I've just about completed installing on my own server, and while testing the check-out function using a previously registered customer in an impersonated session, I am required to enter a Billing Address and a Shipping address.

Why aren't these details populated from the customer details, or at least the option to use a saved address? 

Also, Is it possible to have just the shipping address, as most customers will pay with Credit Card.

Version is 4.1.1
