I have following your instruction by creating a fresh copy, and I've imported the SQL server Compact edition to the SQL server successfully and all was smooth. However, I got the same error when I tried to open web API config, and this is the error I'm getting from the log:

Now, I have created another fresh installation and didn't import the old SQL Compact and it worked fine.
So, it seems that web API will not work if the database was imported from SQL compact to SQL server

As a note for all readers:
Please do not use SQL Compact if it can be avoided.

As of Smartstore 5, SQL Compact is not supported / available anymore.
