Error when the only payment method available is PayPal Checkout

Hi all.

I'm running v5.0.4 and have a store which only has the PayPal Checkout payment method activated.  When going through the checkout process, it skips over the payment method step so there's no opportunity to click the Paypal button.

Is this a misconfiguration of the Paypal plugin, or is this a bug?  Of course, when I attempt to use the Paypal Checkout button then it bypasses the all the checkout steps and correctly opens up the Paypal login pop-up.

Am I missing some configuration flag?

I'm now sure that this is a bug.  It looks like this scenario is catered for when you have multiple payment methods available, as the button changes when you select Paypal

...but if Paypal is the only payment method then this step is skipped and the user follows the standard checkout process (which does not work with Paypal, as you have to be redirected, log in, authorise the payment, etc).
