Disable All Stores Settings

Odd request I know but is there a way to disable someone from changing the All Stores settings?

We want to run multiple stores for different clients on one database.  We don't want someone changing an All Store setting without realizing it will affect a secondary store.  

Only by deactivating the "Manage Settings" permission for the customer role. But the group can then no longer change any setting.
