I have tried on 2 mobile browsers, Chrome and Safari using iOS. My mobile theme does not change to "Mobile Light Theme" even though it is activated. Under settings tab > "Allow customers to select a theme" is unchecked.

I can confirm that the theme has changed. It took a while, perhaps 24 hours. It might have been a cache issue.
