Rules - Unable to set country condition?

Hi

 

I am trying to set up a rule to offer free shipping to a specific country.   When I select "Shipping Country" a large box appears to the right, but I'm not able to type anything into this box or get a drop down list of country choices to appear.    Is there something I can do to fix this?    A few other parameters have this same problem, (not just country)

I just tried this with a new install of Smart Store and get this same error.     Any ideas?

This is not normal.
Please look here /backend/admin/country/list .
Are there countries listed?
Does your browser have any weird extensions installed?
If not, try using a different browser.

Yes, I do have countries listed.  The countries are all the default values that are there after setup.   I'm using the SmartStore template that is available in Microsoft Azure.   I have tried multiple browsers, but the problem still persists.    Here are steps to reproduce...

 

1. Deploy the SmartStore image in Azure.

2. Run config and set up the admin login and database info.   I selected "store images in database"

3. Connect to website and go to Admin page

4. System > Rules >  create country rule.

 

I've tried this with multiple new deployments of Smart Store in Azure and it seems to happen every time.    Any ideas?
