Scheduled Tasks not executing

I can't seem to get any Scheduled Tasks to kick off and execute. 

For example, the Send Emails task status is "Waiting".  It's scheduled to execute once per minute, but it never seems to happen, even if I choose to run the task manually.  The emails never send and the Message Queue remains unchanged.  

Any advice to help get this working would be much appreciated.

Thanks for your response Wolfgang.

Unfortunately that didn't seem to help.  The task still gets stuck in "Waiting..." mode and doesn't seem to move on.

Further updates:

In System Warnings, there are no problems. "The task scheduler can poll and execute tasks."

In the log, the issue is reported this way:

Error while calling TaskScheduler endpoint 'http://www.mystoredo...Scheduler/Sweep'. HTTP 404, Not Found

then the correct Shop-URL is not entered in the admin area.
