Sorry for post back to back topics. But in the checkout process for the paypal standar payment method I see a note that says like this:
"a 4.75% charge with be applied" What does that means?

What is says: The amount will be charged to you if you use this payment method. It's a setting on the configuration page of the payment method in backend.

Yep, but what does that means? Sorry I'm new to this. Does that means that the customer will be charged with 4.75% for use paypal? That is besides the 2.9% plus $0.30 that paypal charges to the payment recipient?

Yes. It is an optional fee from the merchant to the customer and has nothing to do with the PayPal fee. The actual PayPal fee is unknown to the store.
