Conditions and costs for selling in smartstore marketplace

Just upload your extension to the marketplace along with screenshots and a detailed description. If it's your first upload, you'll have to wait a few days for approval. As we're going to review extensions for potential exploits, your code must not be obfuscated. Our commission is 25%.
Furthermore you'll have to implement code to make your plugin actually licensable. But the developer guide explaining the details is not finalized yet. Let me check tomorrow whether we can publish it already.

Can you provide some estimate of the market size/potentail for smartstore like number of downloads, deployed sites, etc.?

I'm sorry, but we can't estimate the number of downloads as github doesn't keep track of this data.

Downloads don't mean much, as only around 1% of them end up deployed as a new store, as explained in topic "Number of downloads and stores for Smartstore.net".
If you check in builtwith.com the usage statistics for Smartstore.net you will find that there are 370 sites deployed as of today, against 368 reported 3 months ago, which is not much of a growth; but you also have to consider that Smartstore.net is still a young product.
On the other hand check the list of plugins in the Marketplace and you will see that there are a total of 31 (all but one by Smartstoreag and their team members) with a total of 390 downloads, which averages 13 downloads per plugin, which is not that much yet.
